Growth and Technological Leadership in US Industries: A Spatial Econometric Analysis at the State Level, 1963–-1997 AgEcon
Pede, Valerien O.; Florax, Raymond J.G.M.; de Groot, Henri L.F..
For several decades, cross-country analyses have dominated the literature on economic growth. Recently, these analyses have been extended to include sectoral variation as well as spatial variation across sub-national regions. This paper investigates economic growth and potential determinants of the process of catch-up to technology leaders for several economic sectors, using data for the lower 48 US states from 1963 through 1997. We analyze the potential influence of factors such as human capital, and geographical distance to the technology leader. A spatially explicit growth model in which technological progress is endogenously determined is used to model productivity growth in nine US industries, ranging from mining to government, and including a...

GUIDE FOR PROGRAM EVALUATION AgEcon
Roucan-Kane, Maud; Suttles, Joseph.
Extension programs must be evaluated in order to assess their value to participants, institutions, funders, and all other stakeholders. Evaluations can be especially useful when the program has specific objectives that are measurable, either qualitatively and quantitatively. There are many different methods and formats for evaluation, and choosing the correct evaluation can be critical to ensuring the accuracy and relevance of the evaluation results. Considerable thought must be put into determining the correct method for an evaluation, and they must always be focused on the specific objectives of the extension program. After administering an evaluation, the results should be communicated back to the stakeholders of the program in an effective manner...

Identifying Student Success at a Land Grant Institution AgEcon
Holmgren, Mark; McCracken, Vicki A..
Many higher education institutions use admission criteria to match students with the educational requirements of the institution, thereby increasing the level of success of their students and allocating limited enrollment space in some cases. This study uses two different approaches to identify the affect students’ background characteristics have on first year cumulative GPA, and whether differences exist in the impact of high school grades on success in their first year in college between high schools in the state of Washington. Results show that students’ particular high schools systematically perform better or worse than the model predicts, holding the other characteristics of the students constant including their high school GPA. This suggests the...

Illinois Guidance Counselors' Knowledge and Perceptions of Career and Technical Education (CTE) Fields and Implications for Higher Education and Employers In the Agricultural Field AgEcon
Spaulding, Aslihan D.; Steffen, Richard.
The Association for Career and Technical Education (ACTE) cites the 2005 National Association of Manufacturer’s Skills Gap Report that over 80 percent of respondents to that survey said that they were experiencing a shortage of qualified workers. It is the Career and Technical Education (CTE) field that tries to close this gap by preparing students for the 21st century workforce. Sustaining educationally sound and robust CTE programs depends on a stable level of enrollment. When student demand for CTE classes suffers due to increased academic demands, opportunities for CTE to play a role in enhancing the performance of schools through practical application of academics to the “real world” suffers. One of the factors playing a direct role in the success of...

IMPROVING EVALUATION FORMS OF INDUSTRY PROGRAMS AgEcon
Roucan-Kane, Maud.
The Center for Food and Agricultural Business at Purdue University has improved its evaluation forms to better gather the information needed by the educational team (instructors, program managers, marketing managers). The investigators interviewed staff, instructors and other/similar educational providers to determine the information the evaluation forms need to collect. In depth literature research has also helped determine better what was done elsewhere. Several conclusions have been drawn as a result of this work. First, the evaluation forms used have been redesigned and improved. Secondly, the investigators realized that an evaluation form was not the only assessment tool they should be using for their educational programs.

Training centers of a new type AgEcon
Rakhmanbaeva, Roza.
Necessity for innovative production development sets the new requirements for content, organization, forms and methods of management activity. Non-traditional tasks faced by the present system of human resources management require the similar type of non-traditional methodological approaches and tools for social diagnosis, training and management of people in new situations. Therefore special attention should be also given to development of new type training centers that act as concentration of continuous training through forming the networks of comparative analysis and detecting the best practice.
